Andre Thibault graduated without honors in 1994 from the Academie de Police in the coastal resort village of Beaumont sur Mer in southern France (pop. 3,700). In 2001 he was promoted to Chief of Police via clerical error, remaining in that post when none objected. Detail-oriented but slow-thinking, the overwhelmed officer was granted 30-day rehabilitative leave to the Shuffhausen Clinic in Vienna following his nervous breakdown. Upon his return he made political acquaintance with Lawrence Jameson, Commander of the Royal British Naval Reserve and local dignitary. Despite 14 consecutive years of rising crime rates, Thibault has been retained as chief, continuing to provide protective services for Cmdr. Jameson.
